Apparently, confluence already has a flowchart macro for building UML diagrams. You can’t point-and-click to build the diagram, but using markup means that you can easily tell what changed in the diagram by looking at diffs of older versions of the page.
You can also try out http://www.EasyDiagram.net — it’s a free, ajax-driven open source library for diagramming and it uses pure javascript to do some amazingly responsive real-time drawing.
